The Chamber of Deputies has adopted the bill approving Government Emergency Ordinance no. 91/2025 on the establishment of certain measures within the healthcare system. Specifically, it introduces exceptions to the rule whereby sick leave benefits are calculated and paid by deducting one day for certificates issued between 1 February 2026 and 31 December 2027. The proposed amendments specifically exclude the following from this rule: (i) sick leave pertaining to categories regulated by Government Emergency Ordinance no. 158/2005, namely maternity leave, leave to care for a sick child and leave due to maternal risk, (ii) sick leave granted to patients included in national health programs and (iii) sick leave certificates issued to patients receiving inpatient medical services. The rule will apply only prospectively.
The bill, already adopted by the Senate and the Chamber of Deputies, is to be promulgated and published in the Official Gazette.
