Cătălin is Partner and head of the firm’s Competition practice. He has a strong track record of assisting clients on competition, unfair competition, state aid or intellectual property issues, as well as on the various aspects of industry-specific regulations in the telecommunications, manufacturing, automotive, pharmaceutical and retail sectors.
Prominent competition-related matters on which Cătălin advised include assisting a leading oil and gas group being investigated by the European Commission and Romanian Competition Council, assisting a number of suppliers with respect to the Competition Council investigations in the food retail sector and successfully assisting a leading IT supplier in an alleged bid-rigging case.
He also advised one of the country’s largest telecom operators in its competition investigations, two of them leading to the application of the first commitments procedure in the telecom sector in the EU.
Highlights of his activity include assisting:
- the leading oil and gas operator in a cartel investigation on the Romanian oil and gas market (the biggest cartel sanction ever imposed by the Romanian Competition Council);
- one of Romania’s largest telecom operators in its competition investigations (two of them led to the application of the first commitments procedure in the telecom sector in the European Union);
- one company active in the online sector in respect to various aspects related to its conduit on the Romanian market;
- an important pharmaceutical company in a complex horizontal merger covering various relevant markets (medicines and food supplements).
