Catalin focuses on providing legal advice on competition and intellectual property issues, as well as life sciences and regulatory matters.
Catalin is providing the entire spectrum of day-to-day advice on competition and compliance matters, as well as overseeing competition-related trainings and mock dawn raids. Prominent competition-related matters on which Catalin advised include assisting a leading oil and gas group being investigated by Romania’s Competition Council, assisting a number of suppliers with respect to the Competition Council investigation in the food retail sector and successfully assisting a leading IT supplier in an alleged big-rigging case. He also advised one of the country’s largest telecom operators in its competition investigation, which led to the application of the first commitments procedure in the telecom sector in the EU.
Catalin has been involved also in competition proceedings in a range of other industries, including retail of consumer goods, manufacturing and distribution of industrial products, waste of electronic equipment collection, automotive and the pharmaceutical sector.
Recent work experience includes:
Advising the leading oil and gas operator on a cartel investigation on the Romanian oil and gas market (the biggest cartel sanction ever imposed by the Romanian Competition Council);
Advising one of the Romania’s largest telecom operators in its competition investigation (two of them led to the application of the first commitments procedure in the telecom sector in the European Union);
Assistance and representation in front of the Competition Council of one of the leading wholesalers of pharmaceutical products in the insulin cartel including assistance in the court phase (2008-2012 – significant reduction offine being obtained by the client);
Assistance in obtaining derogation from the suspensive effect of the notification of a merger, prior to submitting the notification (the client, an important local consumer goods wholesaler, planned to take over the business of a retailer within the same relevant market).
