Roxana is a member of our Dispute Resolution team with expertise in administrative, regulatory, and public procurement litigation.
Highlights of her activity include assisting:
- a major real estate and logistics operator in administrative litigation against the National Energy Regulatory Authority (ANRE) concerning the client’s classification as an electricity distribution operator;
- leading telecommunications and IT services providers in public procurement disputes arising from tender procedures initiated by the Ministry of Justice, state-owned transport operators, the National Office for Centralized Purchases and the National Environmental Guard;
- a national waste management operator in litigation concerning public delegation procedures for waste treatment services;
- The national sport federations in proceedings challenging the Ministry of Sports’ refusal to grant public funding for sporting activities;
- an energy trading company in administrative litigation concerning a regulatory sanction imposed by ANRE for alleged market manipulation on the energy commodities exchange, involving a penalty of 5% of annual turnover.
